Yes. Allo is linked to your Google account, but you will be asked phone number to be able to access the service (in fact, it will send a SMS to confirm the activation of the app). You also need your number to access your contacts.

do you Have a web version or desktop?
No, in theory you’ll be able to use Allo in web or desktop when you launch Chrome OS, but you would have the limitation of the number of the phone, which would mean that you’d have to log out of Allo on your device to access from the web or desktop.
