The INE begins this Monday to track millions of mobile

Starting this Monday, the National Institute of Statistics (INE) begin tracking mobile phones as part of a study to analyze the displacement of millions of users of the three main phone operators (Movistar, Vodafone and Orange). This first phase comprises from this Monday 18 to Thursday 21. The second stage coincides with public holidays and holiday periods: will be analyzed on the 24th of November (Sunday), December 25 (holiday) and two days of summer, 20 July and 15 August (also holiday).During these days we will take the position of the mobile between 12 midnight and 6.00 h in the morning to secure a place of residence and then between 9.00 a.m. and 18.00 h.With the information gathered, the INE will be able to analyze aspects such as what are the movements most common in the day-to-day, what movements are more common on vacation, or to better measure the depopulation in the rural world. The information that has been collected in will not be individual data about phone numbers or the owners of the lines. “We only collect the amount of mobile that there is on a certain point: neither names nor personal data”, claimed to 20 minutes last October, the communications director of the INE, Donald Peña.It is a legal practice, covered by the european regulations, and non-commercial purposes, while from the Spanish Agency for Data Protection (AEPD) have already asked the INE information on the protocols established with the operators for the use of the customer data.Disconnect the GPS of the phone is not used for anything, since the devices are permanently connected to a telephone antenna, the information is not collected via satellites.Customers of Orange and Vodafone may order the cessation of harmonised data, either by e-mail or postal —in the case of Orange— or through the app My Vodafone. However, Movistar does not give option to do so, so that those users who do not wish to participate in the study only have the option to put the mobile in airplane mode or turn it off directly.
